Russia's Defense Minister Sergei Ivanov at Munich

Russia’s Deputy Prime Minister and Defense Minister Sergei Ivanov has visited international security conference in Munich. What did he said:
Today as never before there is an urgent need for this world organization [UN] to find solutions of two principal and interrelated problems. The first one is to liquidate loopholes in international law and national legislation, which allow terrorists and their allies to elude responsibility. The second is to overcome "double standards" in evaluating terrorist threat in respect of terrorists themselves.
Russia is not thinking about filing an application for NATO membership so far but, as the saying goes, never say never again.
There is every reason to wait for increase of terror surge and new major terror attacks.
It is natural that we are continuing to improve our strategic deterrence forces. But our efforts are focused only on their qualitative modernization. There is no question of increasing their quantity.
